Short answer
On your Mac only. Aktar keeps a local record of file names, links, sizes and dates, plus small thumbnails. Nothing is synced to a server.
Original files are never copied into Aktar. Thumbnails are small 160 × 160 pixel images kept in the app's cache folder, and "Remove from History" deletes both the record and its thumbnail.
